1. KEY QUALIFICATIONSAt Academic level: Over 7 years of academic experience including, research, development and teaching at IUG University and University of Palestine. Dr. Mogheir  is a contributor to advances in water resource management , groundwater hydrology, groundwater quality modeling and monitoring, treated waste water reuse planning and management of construction and infrastructure projects, wastewater systems suitable for use in Palestine and decision making techniques. He has many publications in specialized international conferences and journals. He participated in organizing many engineering conferences and exhibitions held in Palestine and Morocco.At technical level: Dr. Mogheir has over seventeen years of extensive technical and managerial experiences in Palestine. His experience covers vast range of subjects in hydraulic design, water resource planning, environmental strategic planning, groundwater protection, well head protection plans. Dr. Mogheir participated in preparing most of the water resources and environmental strategic and action plans through his career with consultant companies and governmental institutions (Palestinian Water Authority – PWA) and Environmental Quality Authority-EQA). Dr. Mogheir has a good experience in managing various water and wastewater projects in addition to capacity building projects as project manager or water and environmental expert. The projects were sponsored by different international Agencies such as World Bank, USAID, SIDA, KFW, UNDP, EU, UNEP, AFD and UNRWA. 

 

2. EDUCATION

1. Ph.D.  In Civil Engineering, specialization in Hydraulic, Water Resources and Environment, University of Coimbra, Portugal, February 2004. The research was directed by Prof. V.P. Singh (Louisiana State University, USA) and Prof. J.L.M.P. de Lima (University of Coimbra, Portugal). The graduation was with distinction and honor.

2. M.Sc.    In Hydrological Engineering, IHE-Delft, The Netherlands, March 1997. The research was directed by W. Spans (IHE-Delft, The Netherlands) and Prof. S. Sorek (TU-Delft, The Netherlands).

3. Diploma In Hydrology with specialization in groundwater hydrology, IHE-Delft, The Netherlands, 1995-1996. The Diploma project was directed by Dr. I. Noner (IHE-Delft, The Netherlands).

  1. 1.      Institutional Water Sector Review in Palestine, The objective of the project is to provide informed input to Palestinian water authority lead reform process aimed at deriving a consensus within the water sector in Palestine on an optimal institutional arrangement. Client: PWA, 2010-2011.  

 

  1. 2.      Effluent Recovery and Irrigation Scheme of North Gaza Emergency Sewage Treatment (NGEST). Detail Design, Tender Documents and Construction Supervision. The Project is 35,600 m3/day of treated effluent infiltrated into groundwater in the north of Gaza is to be recovered for irrigation of surrounding agricultural land of 8 km average length and 2 km average width. The Project includes preparation of detailed design for the risk management facilities (recovery wells, collection pipes, water tanks, booster pumping station and irrigation distribution network of more than 100km). Client: Palestinian Water Authority, Financed by the World Bank, 2009-present. 

 

  1. Re-Design of Khalaf Storm water Infiltration Basin, The project consists of design for storm water infiltration basin with a total area around 5000 m2 of Jabalia Municipality, also it includes of deep infiltration wells filled with gravel and a large size of reinforced concrete box culverts for two types with a height of 5 m, width of 4 m, and total length around 500m. These culverts are used to store and infiltrate the stormwater to underground water through the infiltration wells. The project also consists of placement of selected soil, gravel and geotextile layers, small size building and facilities, landscaping, simple irrigation system, earth works, piles, storm-water catchment networks and infiltration, gabions, retaining walls, fencing and other facilities. Client is PWA, 2009.

 

  1. 4.      Design of Beit Lahia and Manshia Storm water Infiltration Basins, The work includes earth works, piles, gabions retaining walls, geotextile sheets, Storm water catchment and networks, concrete works, landscaping, infiltration boreholes. Following up all Geotechnical investigations in the site. The main activities include: Providing all the necessary detailed drawings, specification and documents for construction of Beit Lahia and Manshia Infiltration Basins. Client: PWA/World Bank, Gaza,2006.

 

  1. 5.      Construction Supervision, Beit Lahiah Storm Water Infiltration Basin, Supervision the construction of the boreholes and the infiltration layers. Client: PWA, Gaza Strip, 2006.

 

  1. Water Facility Master Planning in Middle Area of Gaza Strip. The project includes assessment of current water situation, water wells. Also planning for water sector in the area up to 2025. Training of municipal engineers on system planning and maintenance was a main part of the Project. Client: PWA, 2005-2006.

  1. Northern Gaza Stormwater and Sewerage Project, Consultancy Services for Hawaber and Amer Sewerage System and Associated Works – Design Assignment. The project includes the design of pumping station including steel crane girder and steel supporting elements, sewage collection and transmission works and stormwater drainage and infiltration. 10.  Design of Pumping Station No. 11 including steel crane girder and steel supporting elements, Force Main and master plan of sewage system in the project area, Gaza – Tal Al-Hawa Area. Client is Municipality of Gaza, 2005. 

11.  Service Improvement Project for Water and Wastewater Systems in the Gaza Strip: Consultant’s Services for Water Storage Facilities Assessment and Refurbishment IFB No.: C2S 49 02. Consultant with Lyonnaise Des Eaux–Khatib&Alami (LEKA) through Center for engineering and Planning(CEP). Client is PWA, 2005.

12.  Detail Design for Construction of Water and Wastewater Facilities in Gaza Governorates. Carrying out the hydraulic design of two water storage tanks with capacities of 5000m3 and 2000m³, upgrading of Gaza PS #1 waste water pump station and design of two new wastewater pump stations in Rafah and Gaza cities. Four booster pump stations and 96 km of water and sewer pipelines in Gaza Governorates. Client is InfraMan / CMWU 2008.

13.  Detail Design of Water Facilities in Rafah Governorate, Providing all the necessary detailed drawings, specification and documents for the project components (two water tanks (3000 m3 and (2000 m3), landscaping, water wells. pump stations, water pipelines, water wells and saltwater treatment units). Client is PWA/Finland Project, 2006.

14.  Strengthening the Palestinian Environmental Action Plan (SPEAP), The project aims at updating the Palestinian Environmental Strategy (PES) and National Environmental Action Plan for the coming 3 years (NEAP). Client is EU/LIFE Program, 2005.

15.  Review of Wastewater Flow and Load Projection for Kkhan Younis Governorate, Preparing all related information with regards to hydrology and hydrogeology of the project area. Client is PWA/Finland Project, 2004.

16.  Technical Assistance for Augmentation of Water Sector Regulatory Framework, Development of regulations for groundwater abstraction, well drilling and water pollution control. Client is PWA, 2005.

17.  Guidelines for Wastewater Treatment and Reuse for the Mediterranean Countries, The project aims at developing guidelines and tools for the proper selection of the best wastewater treatment technologies and the best option for reuse. Client is EU/LIFE Program, 2005.

18.  Design and implementation of Small Scale Treatment Plants in Rural Areas. The main features and activities include: Four small scale wastewater treatment plants were designed and implemented in four schools in the Gaza Strip and West Bank. The project included construction of gardens to be used as reuse schemes. Client: EQA, Gaza Strip, 2004-2005.

19.  Strategic Development and Investment Planning for Gaza , Magazi , Buriaj and Dair El Balah Municipalities, The main objective of the assignment is to provide technical assistance and support to the selected municipalities in developing and institutionalizing their Strategic Development and Investment Plans (SDIP) in accordance to the SDIP national methodology and approach adopted by the Ministry of Local Governorate (MOLG). The consultant followed, as a reference, the methodology and steps and procedures specified in the Procedure Manual for the Strategic Development and Investment Planning (SDIP) for Palestinian cities and towns that prepared by MOLG. Client: Municipalities and Lending Fund (MDLF), Financed by the World Bank, 2010-present.

20.  Oversight Consultant to support and facilitate the implementation of the Village and Neighborhood Development Project in the Gaza Strip, Client: Ministry of Local Government, Financed by the World Bank, 2009-present.

 

21.  Valuation of Fixed Assets – Gaza City. The assignment of this project included valuation and registration of all types of fixed assets in the municipalities. This includes water, sewage and storm water networks, collection and discharge facilities, electricity, etc. Registering of the assets has been done in close cooperation with the Municipalities. Training and workshop have been conducted for Municipal staff to be able to run and maintain the developed systems. The developed system is to be incorporated in a data base using a proper GIS system, Client: Ministry of Local Government, Financed by the World Bank, 2009-present.

23.  Development of Fixed Assets Methodology and Manual to be applied to all types of fixed assets (including water, sewerage and electricity networks, buildings, land, equipment, vehicles, etc., as appropriate) owned by the myriad local government units (LGUs), large, medium and small in size, operating in the West Bank and Gaza. This Assignment was carried out in association with Norconsult AS, of Norway. Client: Ministry of Local Government, Financed by the World Bank, 2007.

24.  Empowerment of Palestinian Local Authorities, The services includes: a) Mentoring and working with the technical staff of LGUs on issues related to compliance with standards and specifications, environmental and safety requirements, acceptable procedures for procurement of professional services for planning, design, construction and supply of equipment and materials, operation and maintenance and monitoring and evaluation. b) Providing on-the-job training for sound and transparent tendering procedures, bid evaluation, contract evaluation and award, supervision, QA/QC and construction management. c) Preparing workshops for training local communities in needs assessment and project prioritization. d) Planning and monitoring community awareness. c) Providing technical assistance and training to engineering in technical Departments in LGUs, or other entities, in Gaza and the West Bank, as deemed necessary, in the areas of physical planning, project planning and design, review of designs and tender documents, cost estimation and other related subjects, Client: CHF/USAID, 2006-present.

25.  Palestinian Labor Market Needs Assessment in Engineering, IT-Computer Science and Business Administration (MBA). The project includes field surveys, structured interviews, literature review, assessment of current and future situations related to the demand and supply market in the relevant education and professional fields of the study. The purpose of the study was to define the priority needs for development in the educational system and outline the specialization for continuing educations. Client: Hani Qaddumi Scholarship Foundation, 2006.
